To carry out the intent and purpose of the August 28, 1983 Intergovernmental Agreement. The agreement includes but is not exclusive of screening offenders for placement in community corrections, coordinating goals for local community corrections, monitoring offender progress and program compliance, and oversight of contractual responsibilities for community corrections programs in Jefferson County.

Consists of a minimum of fifteen members, nine members represent agencies in their official capacities and, up to ten additional members represent municipalities, police departments and the First Judicial District Bar Association.
Note: Term length, term limits and number of members apply to non ex-officio members only.
Establish policies and procedures for screening placements with facilities.
Recommends guidelines to the courts for diversion placements in community corrections facilities within the territorial limits.
Screens referral transition offenders from the Department of Corrections.
Provides oversight of local community corrections programs.
