Advisory body to the policy makers, judiciary and stakeholder groups to implement the hazard mitigation strategies outlined in the Jefferson County All-Hazard Mitigation Plan (HMP) to reduce or avoid long-term vulnerabilities throughout the geographic county.
The HMP is the cornerstone policy-level document for county hazard mitigation.
Board Information
The committee will meet, at minimum, annually to monitor and evaluate plan implementation and to update the plan as required or as progress, roadblocks, or changing circumstances are recognized. Updates to the plan will follow the latest FEMA and Colorado Division of Homeland Security and Emergency Management (DHSEM) planning guidance.

State and federal guidelines require that only agencies that participated in the plan update and formally adopted the HMP, are eligible for FEMA’s mitigation grant funds and programs. The JAHMAC membership will consist of the agencies that meet State of Colorado and FEMA requirements. If an agency was not part of the plan update and does not formally adopt the plan, they will not be eligible as a voting agency representative on the JAHMAC. If an agency is interested in becoming an eligible participating agency that was not part of the original update, they will be required to coordinate with DHSEM to meet the current FEMA planning guidance and the requirements of the Disaster Mitigation Act of 2000. Members will work collaboratively to:
Act as a centralized forum for all-hazard mitigation issues; will monitor and assist in implementation and annual updates of the HMP.
Conduct the annual progress reporting requirement as set forth by DHSEM and FEMA for CRS and the Jefferson County Multi-Hazard Mitigation Plan evaluation and implementation.
Provide counsel and track progress of the 2021 Jefferson County Hazard Mitigation Plan recommendations and projects.
Continue to enhance two-way communication, information sharing and coordination among stakeholders.
Continue to inform and solicit input from the public.
Report progress, opportunities, and challenges annually to the Board of County Commissioners.
